選自漢·桓寬《鹽鐵論·詔圣》。目，網(wǎng)眼。不可，不能。法律制度太粗疏難以治國(guó)，就像網(wǎng)眼太少的漁網(wǎng)往往網(wǎng)不到魚(yú)一樣。這句話以比喻之法說(shuō)明立法要周全、精細(xì)，不能失之粗疏，否則不易于執(zhí)法者依法操作。而不能操作，執(zhí)法者就有了太大的自由度，這就等于沒(méi)有法律了。
