國(guó)家一定要有直言進(jìn)諫的臣子，上級(jí)必須有敢于提出反對(duì)意見的下級(jí)，議論國(guó)政的人不停止，各種不同政見的人相互辯論，才可以長(zhǎng)久保存國(guó)家，使國(guó)家興盛強(qiáng)大。也就是說言論自由是民眾的基本權(quán)利，每個(gè)人都可以提出不同的政見，民眾有平等參與政治的權(quán)利。
【譯文】 孔子說：“明智的人喜歡水，仁慈的人喜歡山；明智的人好動(dòng)，仁慈的人好靜；明智的人快樂，仁慈的人長(zhǎng)壽。”
